Criminal harassment, more commonly known as stalking, is a significant and increasing social problem.

Criminalized in 1993, stalking affects tens of thousands of women in Ontario and as many as hundreds of thousands of women in Canada. Often, these women experience limited success in using the law, as there are still many roadblocks in its effective implementation.

These roadblocks include:

  • lack of knowledge on the part of victims;
  • lack of training and education on the part of police, Crowns, judges and others working in the criminal system;
  • lack of accountability within the police and court systems;
  • lack of public awareness about the reality of violence against women; and
  • conflicts between the criminal law and family law.

In an attempt to address these barriers, METRAC has published the following written materials on the topic.
